When I try to "Safely Remove Hardware" for my SD card, Windows almost always pops up with a notice that a program is using it, even though there is no program that I can find that would be using the card in the taskbar or anywhere. Why does this happen? Is there a way to avoid this problem?
OS: Windows XP Pro
Computer: Dell Inspiron 700m laptop
Card Reader: Internal card reader included with laptop

So long as it is plugged in, it IS in use; simply to record the fact that it IS plugged in!
SD cards are NOT considered "hardware" in the normal sense, they are a type of memory.
Unless your are reading from or writing to the card, just pull it out, or eject it, depending on your system.

When Windows say there is a program is using your SD card, mean you are opening a explorer windows on it or editing a file in it. If you are really sure there is no any program using the device... please do a full virus scan then...
Are you expecting it to eject like a CD?
