The PowerBook 1400cs has MAC OS 7.x, and has an ethernet port.
The Windows PC has Windows XP Pro SP2, and also has an ethernet port.
I believe the hard drive in this model PowerBook is an IDE hard drive, if that matters.
I am very good with a PC's hardware/software, but I don't know much about MACs.

Yes, you can use the Mac on a network. Whether you're going to just connect them by crossover cable or with a switch, hub or router is your choice, but they both talk TCP (most networkable computers do), so they'll talk to each other.
